Managing the delivery of operational services, and asset management of two flood control schemes, four pump stations, coastal protection works, 650 hectares of licensed floodway, and 600 km of open waterways throughout the Gisborne District. Responsibilities Develop the strategic direction of the department via the Asset Management Plan. Provide a ten year plan for operational and capital projects with sound estimates and project justifications. Financial management of a three million dollar operational budget. Optimising and improving the associated assets with operational and project based funding. Implementing efficiency gains. Project manage operational investigations and capital projects with contract values from 20 - 500 thousand dollars. Influence and provide direction across multiple sets of stakeholders including Council departments, pressure groups, political, local businesses, and other agencies allowing Council to carry out its duties unhindered and with local support. Maintaing and developing a strong team, upskill staff, improve health and safety, enhance staff culture and working conditions, restructure whilst limiting employee terminations and payouts. Manage shared services agreement with Hawke’s Bay Regional Council. Provide technical advice during Civil Defence emergency events and manage key crews and volunteers. Attend regional disasters, such as Canterbury Earthquake, as part of Gisborne District Council USAR rescue team. |
